Regulation regarding allocation of anchoring and mooring space in the
Geirangerfjord, Møre og Romsdal.

Established on 7 December 2004 by the Ministry of Fisheries and Coastal Affairs, pursuant to act no. 51 dated 8 June 1984 regarding harbours and coastal waters etc., section 6, second paragraph.

1. Scope

The regulation applies to the waters east of E 007°10 in the Geirangerfjord, ref. sea chart no. 127.
This regulation applies to vessels which are required to board a pilot pursuant to section 13 of act no. 59 regarding pilot services etc. dated 16 June 1989 including regulations. The Norwegian Coastal Directorate has the right, in individual cases, to determine that the act shall apply to vessels which do not require a pilot service.

2. Notification

A vessel planning on entering these waters shall, as early as possible and at the latest one week prior to arrival, send information on the vessel’s name and call signal to the Norwegian Coastal Directorate. Any vessels with special requirements related to safety shall notify of such. For the summer season, notification must be sent prior to 15 April of the same year.

Allocation of anchoring spot

Vessels planning to make a stop in the waters shall follow the directions of the Norwegian Coastal Directorate for a spot in which to anchor or moor. Vessels which fail to follow these instructions may be required to leave the waters.

The Norwegian Coastal Directorate has the right to deny access to vessels if they believe that access would not be safe. Notification of denial shall be submitted as early as possible.

4. Tugs

In special circumstances, the Norwegian Coastal Directorate may require a vessel to make use of a tug boat or to keep a tug boat prepared in the area.

5. Speed limits and duty of care

The maximum speed permitted in these waters is 8 knots. When sailing or anchoring in these waters, all vessels shall display a particular duty of care.

6. Duty to listen to radio

All vessels entering or leaving the waters or in the waters shall listen continuously to VHF channels 13 and 16.

7. Exemption

The Norwegian Coastal Directorate, or a body authorised by the Norwegian Coastal Directorate, has the right in special circumstances to grant exemption from the duties and obligations of this regulation. Application for exemption must be made in writing to the Norwegian Coastal Directorate at least one month prior to the scheduled arrival of the vessel in question.

8. Penal provisions

Any persons who intentionally or negligently violate this regulation in these waters shall be fined pursuant to section 28 of act no. 51. regarding harbours and waters etc. dated 8 June 1984, unless a stricter form of penalisation is applied.

9. Liability

This regulation does not imply any changes in the liability held by a vessel’s captain with regards the propulsion, navigation, manoeuvring and anchoring of the vessel.

10. Entry into force

This regulation enters into force on 1 January 2005.
